  1.1                          A bill for an act 
  1.2             relating to the city of Duluth; making certain 
  1.3             statutory provisions concerning public utilities 
  1.4             applicable to the city of Duluth; authorizing a 
  1.5             demonstration project to develop methods to prevent 
  1.6             the infiltration and inflow of storm water into the 
  1.7             city's sanitary sewer system. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [APPLICABILITY OF LAWS.] 
  1.10     Notwithstanding Minnesota Statutes, section 444.075, 
  1.11  subdivision 1, Minnesota Statutes, section 444.075, is 
  1.12  applicable to the city of Duluth, and the city may exercise all 
  1.13  of the powers set forth in that section. 
  1.14     Sec. 2.  [DEMONSTRATION PROJECT.] 
  1.15     The city of Duluth may implement a demonstration project to 
  1.16  develop and test methods of preventing the inflow and 
  1.17  infiltration of storm water into the city's sanitary sewer 
  1.18  system.  This project may include improvements to private 
  1.19  property such as sanitary sewer service line rehabilitation and 
  1.20  replacement, foundation drain disconnections, installation of 
  1.21  sump pumps, and connections of buildings to storm sewers.  
  1.22  Improvements to private property made as a part of this project 
  1.23  may be paid for with public money.  The project authorized by 
  1.24  this section shall be financed with funds from the city's 
  1.25  sanitary sewer utility.  The total expenditure of public money 
  1.26  for improvements to private property in connection with this 
  2.1   project may not exceed $400,000. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      This act is effective the day following final enactment.
