  1.1                          A bill for an act 
  1.2             relating to higher education; limiting tuition 
  1.3             increases for public postsecondary education; amending 
  1.4             Minnesota Statutes 2002, section 135A.031, by adding a 
  1.5             subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 135A.031, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 8.  [TUITION GROWTH LIMITS.] Notwithstanding section 
  1.10  136F.06 or any other law to the contrary, any institution in the 
  1.11  Minnesota state colleges and universities system that receives 
  1.12  an appropriation or an allocation of an appropriation under this 
  1.13  section must limit tuition increases to a maximum of six percent 
  1.14  per year. 
  1.15     If the board of regents of the University of Minnesota 
  1.16  accepts an appropriation under this section, it must limit 
  1.17  tuition increases to a maximum of six percent per year.  
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective July 1, 2003, for tuition for 
  1.20  academic terms beginning after August 1, 2003.
