  1.1                          A bill for an act 
  1.2             relating to state government; clarifying statutory 
  1.3             waiver requirements with respect to the housing 
  1.4             finance agency for the civil service pilot project. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HOUSING FINANCE AGENCY PILOT PROJECT.] 
  1.7      Subdivision 1.  [WAIVER.] In addition to the waiver 
  1.8   provisions in Laws 1993, chapter 301, the commissioner of 
  1.9   employee relations may waive Minnesota Statutes, sections 
  1.10  43A.07, 43A.10, 43A.12 to 43A.15, 43A.17, 43A.18, and 43A.20, to 
  1.11  the extent necessary to implement the civil service pilot 
  1.12  project in the housing finance agency as authorized by Laws 
  1.13  1993, chapter 301.  If a proposed waiver of any section of 
  1.14  Minnesota Statutes, chapter 43A, would violate the terms of a 
  1.15  collective bargaining agreement reached under Minnesota 
  1.16  Statutes, chapter 179A, the waiver may not be granted without 
  1.17  the consent of the exclusive representative that is a party to 
  1.18  the agreement. 
  1.19     Subd. 2.  [UNREPRESENTED EMPLOYEES.] The salaries of 
  1.20  unrepresented employees of the housing finance agency shall be 
  1.21  administered according to the provisions of a salary plan 
  1.22  developed by the commissioner of the housing finance agency and 
  1.23  approved by the commissioner of employee relations. 
  1.24     Sec. 2.  [TERMINATION.] 
  1.25     The civil service pilot project in the housing finance 
  2.1   agency as authorized by Laws 1993, chapter 301, shall terminate 
  2.2   at any time by a method agreed upon by the commissioners of 
  2.3   employee relations and housing finance and the affected 
  2.4   exclusive bargaining representative of state employees or on 
  2.5   June 30, 1997, whichever occurs first. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective July 1, 1995.
