1.1 A bill for an act 1.2 relating to the metropolitan council; clarifying and 1.3 specifying in greater detail how a previous 1.4 appropriation for the northwest busway may be used; 1.5 amending Laws 2002, chapter 393, section 19, 1.6 subdivision 2. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Laws 2002, chapter 393, section 19, subdivision 1.9 2, is amended to read: 1.10 Subd. 2. Northwest Busway 20,000,000 1.11 To design and construct a portion of a 1.12 busway in the northwest metropolitan 1.13 areabetween downtown Minneapolis and1.14Rogers. Funds may be used to design 1.15 all or a portion of the busway from 1.16 downtown Minneapolis to Rogers along 1.17 CSAH 81; to design, construct, and 1.18 equip up to 14 stations, including 28 1.19 passenger shelters, in Minneapolis, 1.20 Robbinsdale, and Crystal as well as at 1.21 Hennepin Technical College and North 1.22 Hennepin Community College located in 1.23 Brooklyn Park; to acquire necessary 1.24 rights-of-way in Minneapolis and 1.25 Robbinsdale to accommodate station 1.26 locations, and adjacent to CSAH 81 1.27 between Highway 100 and about 63rd 1.28 Avenue North to accommodate bus lanes; 1.29 to design and construct up to two park 1.30 and ride facilities adjacent to CSAH 81 1.31 at its intersection with any two of 1.32 these three intersections: (1) Bass 1.33 Lake Road, (2) 63rd Avenue North, and 1.34 (3) Brooklyn Boulevard; and to design 1.35 and construct dedicated bus lanes from 1.36 50th Avenue North to about 63rd Avenue 1.37 North in conjunction with Hennepin 1.38 county's CSAH 81 road reconstruction 1.39 project. This appropriation is 1.40 contingent on $12,000,000 from Hennepin 1.41 county for roadway design, property 2.1 acquisition, and road construction 2.2 between Lowry Avenue in Minneapolis and 2.3 Bass Lake Road in Crystal and 2.4 $5,000,000 from the metropolitan 2.5 council forthe projectfleet 2.6 acquisition and station equipment. 2.7Total funding from all sources may be2.8used for roadway design,2.9reconstruction, acquisition of land and2.10right-of-way, and to design, construct,2.11furnish, and equip transit stations and2.12park and rides.To implement this 2.13 project, the metropolitan council has 2.14 the powers that Hennepin county has to 2.15 use design-build under new Minnesota 2.16 Statutes, sections 383B.158 to 2.17 383B.1586, may be used for implementing2.18this project.
