  1.1                          A bill for an act
  1.2             relating to education; establishing a task force on 
  1.3             alternative measures for teaching licensure. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ON PREPROFESSIONAL SKILLS TEST.] 
  1.6      Subdivision 1.  [ESTABLISHMENT; MEMBERSHIP.] The board of 
  1.7   teaching shall establish a task force to construct an 
  1.8   alternative to the preprofessional skills test for prospective 
  1.9   elementary and secondary teachers.  The task force shall be 
  1.10  composed of 11 members as follows:  four members shall be from, 
  1.11  and appointed by, the Minnesota association of colleges of 
  1.12  teacher education, including at least one member from the 
  1.13  University of Minnesota, one from the private colleges, and one 
  1.14  from the state universities; four members shall be from, and 
  1.15  appointed by, the board of teaching; and one member each shall 
  1.16  be from, and appointed by, the Minnesota education association, 
  1.17  the Minnesota federation of teachers and the inter faculty 
  1.18  organization. 
  1.19     Subd. 2.  [CHARGE.] The task force shall develop an 
  1.20  authentic and qualitative alternative to the preprofessional 
  1.21  skills test.  The board of teaching shall use this alternative 
  1.22  as a pilot for applicable students at one member institution of 
  1.23  the Minnesota association of colleges of teacher education in 
  1.24  the 1995-1996 academic year, including licensing otherwise 
  2.1   qualified teachers who use the alternative.  The board shall 
  2.2   convene the task force to review the results of the pilot and 
  2.3   make any recommendations for change.  The task force may use the 
  2.4   assistance of an independent expert in tests and measurement 
  2.5   chosen by the task force. 
  2.6      Subd. 3.  [SUPPORT.] The board of teaching shall convene 
  2.7   the first meeting and shall provide the staffing necessary for 
  2.8   the task force during its work. 
  2.9      Subd. 4.  [SUNSET.] The task force shall expire on 
  2.10  September 30, 1996.
