  1.1                          A bill for an act 
  1.2             relating to game and fish; requiring an assessment of 
  1.3             the use of electronic devices; requiring a study of 
  1.4             conservation angling licenses. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ANALYSIS OF ELECTRONIC DEVICES.] 
  1.7      The commissioner of natural resources shall assess the use 
  1.8   of electronic devices used in consumptive activities related to 
  1.9   fish and wildlife resources through creel surveys, other user 
  1.10  surveys, or point of license purchase.  The commissioner shall 
  1.11  report to the legislature by January 15, 2000, the findings of 
  1.12  the surveys and provide an analysis of the feasibility of 
  1.13  assessing the impact of current and anticipated use of 
  1.14  electronic devices on fish and wildlife resources.  
  1.15     Sec. 2.  [CONSERVATION LICENSE STUDY.] 
  1.16     The commissioner of natural resources shall conduct a study 
  1.17  on the feasibility of creating a conservation angling license 
  1.18  that imposes lower catch limits.  The study must at a minimum 
  1.19  address whether a conservation angling license would 
  1.20  substantially preserve fish resources, evaluate the fiscal 
  1.21  impact of such a license on the game and fish fund, and 
  1.22  recommend a fee for the license.  The commissioner shall report 
  1.23  the study findings and recommendations to the legislature by 
  1.24  January 15, 2000.
