  1.1                          A bill for an act
  1.2             relating to human services; authorizing the 
  1.3             commissioner of human services to develop a pilot 
  1.4             project in assisted living services for senior 
  1.5             citizens; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PILOT PROJECT IN ASSISTED LIVING SERVICES FOR 
  1.8   SENIOR CITIZENS IN PUBLIC HOUSING.] 
  1.9      Subdivision 1.  [PROGRAM REQUIREMENTS.] The commissioner of 
  1.10  human services shall develop a pilot project to provide assisted 
  1.11  living services for frail elderly and disabled persons.  The 
  1.12  project shall be designed to offer frail elderly persons an 
  1.13  opportunity to receive community-based support services in a 
  1.14  public housing setting to enable them to remain in their homes.  
  1.15  The project shall also serve younger disabled persons on waiver 
  1.16  programs who live in public housing and would otherwise be in 
  1.17  nursing homes.  The commissioner shall provide pilot project 
  1.18  funding to Hennepin county to contract with the Korean service 
  1.19  center at the Cedars highrises.  The center shall agree to do 
  1.20  the following: 
  1.21     (1) facilitate or provide needed community support services 
  1.22  while taking advantage of current local, state, and federal 
  1.23  programs that provide services to senior citizens and 
  1.24  handicapped individuals; 
  1.25     (2) negotiate appropriate agreements with the Minneapolis 
  2.1   public housing authority and Hennepin county; 
  2.2      (3) ensure that all participants are screened for 
  2.3   eligibility for services by Hennepin county; 
  2.4      (4) become a licensed home care service provider or 
  2.5   subcontract with a licensed provider to deliver needed services; 
  2.6      (5) contract for meals to be provided through its 
  2.7   congregate dining program; and 
  2.8      (6) form other partnerships as needed to ensure the 
  2.9   development of a successful, culturally sensitive program for 
  2.10  meeting the needs of Korean, Southeast Asian, and other frail 
  2.11  elderly and disabled persons living in public housing in 
  2.12  southeast Minneapolis. 
  2.13     Subd. 2.  [EVALUATION AND REPORT.] The grantee shall 
  2.14  arrange for an evaluation of the pilot project by an outside 
  2.15  evaluator, based on measurement standards developed by the 
  2.16  commissioner, and shall submit the evaluation to the 
  2.17  commissioner no later than December 15, 1999.  The commissioner 
  2.18  shall submit the evaluation with recommendations on continuation 
  2.19  and expansion of the project to the legislature by January 15, 
  2.20  2000. 
  2.21     Sec. 2.  [APPROPRIATION.] 
  2.22     $....... is appropriated from the general fund to the 
  2.23  commissioner of human services for the biennium ending June 30, 
  2.24  1999, for purposes of section 1.
