  1.1                          A bill for an act
  1.2             relating to education; establishing a rural psychiatry 
  1.3             program at the University of Minnesota Duluth; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 137. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [137.42] [RURAL PSYCHIATRY PILOT PROGRAM.] 
  1.8      Subdivision 1.  [DUTIES OF BOARD OF REGENTS.] If the board 
  1.9   of regents accepts the funding provided for this section, it 
  1.10  shall comply with the duties for which the appropriations are 
  1.11  made. 
  1.12     Subd. 2.  [ESTABLISHMENT OF PROGRAM.] The board of regents 
  1.13  may establish a program at the University of Minnesota Duluth 
  1.14  medical school to train residents and medical students in the 
  1.15  delivery of psychiatric services in rural communities.  The 
  1.16  program must provide residents and medical students from the 
  1.17  University of Minnesota medical school, Twin Cities, and the 
  1.18  University of Minnesota Duluth medical school, with educational 
  1.19  experiences in psychiatry in Duluth and surrounding rural 
  1.20  communities.  The program must provide psychiatric services to 
  1.21  patients in Duluth and northeastern Minnesota, in cooperation 
  1.22  with local centers and clinics providing mental health 
  1.23  services.  In establishing the program, the University of 
  1.24  Minnesota Duluth medical school shall work closely with the 
  1.25  department of psychiatry at the University of Minnesota medical 
  2.1   school, Twin Cities, and with the commissioners of human 
  2.2   services and health.  The University of Minnesota Duluth medical 
  2.3   school, the University of Minnesota medical school, Twin Cities, 
  2.4   and the commissioners of human services and health may enter 
  2.5   into a memorandum of understanding for the provision of services 
  2.6   under this program. 
  2.7      Subd. 3.  [PROGRAM FUNDING.] The commissioner of human 
  2.8   services shall provide funding for the fiscal year ending June 
  2.9   30, 1996, to the board of regents for two faculty psychiatrists 
  2.10  and support staff at the University of Minnesota Duluth medical 
  2.11  school, using money received through the federal Community 
  2.12  Health Services Block Grant.  The commissioner of finance shall 
  2.13  include funding for the rural psychiatry program as a budget 
  2.14  request when preparing the 1998-1999 biennial budget.
