A bill for an act
relating to building codes; requiring safety protection notice regarding residential
fire sprinklers; proposing coding for new law in Minnesota Statutes, chapter 325F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

PROTECTION ACT.

new text begin (a) A residential building contractor or residential remodeler as defined under
section 326B.802 shall:

new text begin (1) provide information to prospective buyers about the requirements of the
International Residential Code related to residential fire sprinkler systems and shall, as
part of any sales presentation, show a video about the differences between legacy and
modern home construction;

new text begin (2) provide bids on home costs with and without the installation of residential fire
sprinklers and the amortization of the cost over a period of 30 years; and

new text begin (3) advise prospective buyers to obtain insurance information regarding premium
discounts that may apply as a result of the installation of residential fire sprinklers.

new text begin (b) Clients of residential building contractors or remodelers must certify, on a form
prescribed by the commissioner, that they have received the information required under
paragraph (a) and have been given a written notice as follows: "This residence will not
meet minimum fire protection standards of the International Residential Code if residential
fire sprinklers are not installed within the residence."
