  1.1                          A bill for an act 
  1.2             relating to crime prevention; expanding the 
  1.3             responsibilities of the criminal alert network; 
  1.4             appropriating money; amending Minnesota Statutes 1996, 
  1.5             section 299A.61, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 299A.61, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [ESTABLISHMENT.] The commissioner of public 
  1.10  safety, in cooperation with the commissioner of administration, 
  1.11  shall develop and maintain an integrated criminal alert network 
  1.12  to facilitate the communication of crime prevention information 
  1.13  by electronic means among state agencies, law enforcement 
  1.14  officials, and the private sector.  The network shall 
  1.15  disseminate data regarding the commission of crimes, including 
  1.16  information on missing and endangered children, and attempt to 
  1.17  reduce theft and other crime by the use of electronic 
  1.18  transmission of information.  In addition, the network 
  1.19  coordinator shall evaluate the feasibility of using the network 
  1.20  to disseminate data regarding the use of fraudulent checks, the 
  1.21  release of information regarding sex offenders under sections 
  1.22  244.052 and 244.10, subdivision 2a, and the coordination of 
  1.23  security and antiterrorism efforts with the Federal Bureau of 
  1.24  Investigation.  If the coordinator determines that one or more 
  1.25  of these uses are feasible, the coordinator shall ensure that 
  2.1   the network disseminates data in the area or areas determined to 
  2.2   be feasible. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $....... is appropriated from the general fund to the 
  2.5   commissioner of public safety for the fiscal biennium ending 
  2.6   June 30, 1999, to fund the criminal alert network.  Of this 
  2.7   amount, $....... is for the network to disseminate data 
  2.8   regarding the use of fraudulent checks, the release of 
  2.9   information regarding sex offenders under Minnesota Statutes, 
  2.10  sections 244.052 and 244.10, subdivision 2a, and the 
  2.11  coordination of security and antiterrorism efforts with the 
  2.12  Federal Bureau of Investigation.  This money is available only 
  2.13  if the network coordinator determines the expansion to be 
  2.14  feasible.  If the coordinator determines that one or more of the 
  2.15  uses are not feasible, the commissioner shall reduce the amount 
  2.16  spent accordingly. 
  2.17     Sec. 3.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective July 1, 1997.
