  1.1                          A bill for an act 
  1.2             relating to education; providing for substitute 
  1.3             teacher licenses; amending Minnesota Statutes 1998, 
  1.4             section 122A.18, by adding a subdivision.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 122A.18, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 7a.  [SUBSTITUTE TEACHER LICENSES.] (a) The board of 
  1.9   teaching may grant a license limited to substitute teaching to a 
  1.10  person who is enrolled in and making satisfactory progress in a 
  1.11  board approved teacher program and who has successfully 
  1.12  completed student teaching.  This license shall be valid for one 
  1.13  year or until the person successfully completes the teacher 
  1.14  preparation program whichever occurs first. 
  1.15     (b) The department of children, families, and learning 
  1.16  shall develop procedures to expeditiously issue licenses under 
  1.17  paragraph (a).  Upon receipt of a person's application for 
  1.18  licensure and other required documents, the department shall 
  1.19  complete processing of the application within one week.
