  1.1                          A bill for an act 
  1.2             relating to motor vehicles; establishing special 
  1.3             professional sports team and Olympic license plates; 
  1.4             dedicating fees collected; creating an account in the 
  1.5             state treasury; appropriating money; proposing coding 
  1.6             for new law in Minnesota Statutes, chapter 168. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [168.1291] [SPECIAL SPORTS TEAM AND OLYMPIC 
  1.9   LICENSE PLATES.] 
  1.10     Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] The 
  1.11  registrar shall issue special professional sports team or 
  1.12  Olympic license plates to an applicant who: 
  1.13     (1) is an owner or joint owner of a passenger automobile, 
  1.14  pickup truck, or van; 
  1.15     (2) pays a fee determined by the registrar to cover the 
  1.16  costs of handling and manufacturing the plates; 
  1.17     (3) pays the registration tax required under section 
  1.18  168.013; 
  1.19     (4) pays the fees required under this chapter; 
  1.20     (5) contributes $15 annually to the Minnesota amateur 
  1.21  sports commission account established in subdivision 6; and 
  1.22     (6) complies with laws and rules governing registration and 
  1.23  licensing of vehicles and drivers. 
  1.24     Subd. 2.  [DESIGN.] After consultation with each 
  1.25  participating professional sports league and the United States 
  1.26  Olympic Committee, the registrar shall design the special 
  2.1   professional sports team and Olympic plates. 
  2.2      In consultation with the registrar, the Minnesota amateur 
  2.3   sports commission annually shall indicate the number of plates 
  2.4   the commission anticipates will be needed. 
  2.5      Subd. 3.  [NO REFUND.] Contributions under this section 
  2.6   must not be refunded. 
  2.7      Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 
  2.8   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.9   plates issued under this section may be transferred to another 
  2.10  passenger vehicle, pickup truck, or van owned or jointly owned 
  2.11  by the person to whom the special plates were issued. 
  2.12     Subd. 5.  [FEES CREDITED.] The fees collected under this 
  2.13  section, not including the contributions collected for the 
  2.14  Minnesota amateur sports commission account, must be deposited 
  2.15  in the state treasury and credited to the highway user tax 
  2.16  distribution fund.  
  2.17     Subd. 6.  [MINNESOTA AMATEUR SPORTS COMMISSION ACCOUNT.] A 
  2.18  Minnesota amateur sports commission account is created in the 
  2.19  state treasury.  Except for one percent that may be retained by 
  2.20  the registrar for administrative costs, all contributions 
  2.21  received under this section must be deposited by the registrar 
  2.22  in the account.  Money in the account is appropriated to the 
  2.23  Minnesota amateur sports commission to support maximum sport and 
  2.24  physical fitness opportunities for all residents of this state 
  2.25  regardless of gender, age, race, ability, geography, or economic 
  2.26  status, and to provide meaningful sport and fitness 
  2.27  opportunities for residents of this state who are economically 
  2.28  disadvantaged, girls or women, senior citizens, persons with 
  2.29  disabilities, or residents of greater Minnesota. 
  2.30     Subd. 7.  [RECORD.] The registrar shall maintain a record 
  2.31  of the number of license plates issued for each professional 
  2.32  sports team and for the United States Olympic Committee. 
  2.33     Sec. 2.  [PAYMENT OF PRODUCTION COSTS.] 
  2.34     The Minnesota amateur sports commission shall pay the 
  2.35  commissioner of public safety for deposit in the highway user 
  2.36  tax distribution fund an amount determined by the commissioner 
  3.1   to be sufficient to pay the administrative, handling, and 
  3.2   manufacturing cost of the first production of professional 
  3.3   sports team and Olympic license plates.  The commissioner must 
  3.4   begin production of those license plates after the commissioner 
  3.5   receives this payment. 
  3.6      Sec. 3.  [APPROPRIATION.] 
  3.7      (a) The amount determined by the commissioner of public 
  3.8   safety under section 2 is appropriated from the highway user tax 
  3.9   distribution fund to the commissioner of public safety to pay 
  3.10  the cost of the first production of license plates under section 
  3.11  1. 
  3.12     (b) The amount paid by the Minnesota amateur sports 
  3.13  commission to the commissioner under section 2 is appropriated 
  3.14  from the highway user tax distribution fund to the commission, 
  3.15  to the extent that receipts from the purchase of professional 
  3.16  sports team and Olympic license plates are received by the 
  3.17  commissioner and credited to the highway user tax distribution 
  3.18  fund.
