  1.1                          A bill for an act 
  1.2             relating to higher education; requiring an evaluation 
  1.3             of teaching experience. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SURVEY OF EDUCATION FACULTY.] 
  1.6      (a) The board of trustees of the Minnesota state colleges 
  1.7   and universities must evaluate the teaching experience of 
  1.8   faculty providing instruction to prepare teachers for licensure 
  1.9   in kindergarten through grade 12 education.  The evaluation must 
  1.10  include a survey of all tenured and adjunct faculty at a state 
  1.11  university who provide instruction in a college of education or 
  1.12  any other college or division that prepares students for teacher 
  1.13  licensure.  The survey must, at a minimum, address the following:
  1.14     (1) the extent to which faculty are licensed to teach at 
  1.15  the kindergarten through grade 12 level in Minnesota; 
  1.16     (2) the extent to which faculty members are licensed in the 
  1.17  subject area or grade level in which they are providing 
  1.18  instruction; 
  1.19     (3) for licensed faculty, the date of their most recent 
  1.20  teaching experience in a kindergarten through grade 12 school 
  1.21  and the date of their most recent teaching experience in a 
  1.22  kindergarten through grade 12 school in the subject or grade 
  1.23  level in which they are providing instruction at a Minnesota 
  1.24  state colleges and universities institution. 
  2.1      (b) The board of regents of the University of Minnesota and 
  2.2   the private colleges in Minnesota that participate in the state 
  2.3   grant program under Minnesota Statutes, section 136A.121, that 
  2.4   provide instruction leading to kindergarten through grade 12 
  2.5   teacher licensure are requested to evaluate the kindergarten 
  2.6   through grade 12 teaching experience of faculty in their 
  2.7   colleges of education or other colleges, divisions, or 
  2.8   departments that provide instruction leading to licensure by 
  2.9   surveying tenured and adjunct faculty.  The survey must include 
  2.10  the three issues in paragraph (a). 
  2.11     (c) By January 15, 2004, the board of trustees must, and 
  2.12  the board of regents and the private colleges are requested to, 
  2.13  report the results of this evaluation to the chairs of the 
  2.14  higher education and the education policy committees in the 
  2.15  senate and the house of representatives.
