A bill for an act
relating to capital improvements; appropriating money to construct a new dam
in the Lake Titlow Watershed District; authorizing the sale and issuance of
state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$900,000 is appropriated from
the bond proceeds fund to the commissioner of natural resources for a grant to the city of
Gaylord to predesign, design, construct, and equip a new dam on the east side of Lake
Titlow. This appropriation may be used to demolish the dam, remove and replace possibly
hazardous soil, and create earthen berms, concrete walls and pilings, and mechanisms to
adjust water levels.

$19,000 is
appropriated from the general fund to the commissioner of natural resources for a grant
to the city of Gaylord to prepare a feasibility study of Lake Titlow for a dam on the east
side of the lake. The study and plan will include the best location for the dam, based on
soil conditions and water flows in the watershed district.

For the purposes of the appropriation in subdivisions
1 and 2, the criteria, funding limitations, evaluations, and assessment requirements in
Minnesota Statutes, sections 103G.511 and 103G.515, are waived.

To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $900,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
