  1.1                          A bill for an act 
  1.2             relating to human services; establishing the New 
  1.3             Chance program; appropriating money; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 256. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [256.746] [NEW CHANCE PROGRAM.] 
  1.7      The "New Chance" program shall provide comprehensive 
  1.8   services through a private, nonprofit agency to young parents in 
  1.9   Hennepin county who have dropped out of school and are receiving 
  1.10  public assistance.  The program administrator shall report 
  1.11  annually to the commissioner of human services on skills 
  1.12  development, education, job training, and job placement outcomes 
  1.13  for program participants. 
  1.14     Sec. 2.  [APPROPRIATION.] 
  1.15     $....... is appropriated each year of the biennium ending 
  1.16  June 30, 1999, for the New Chance program established in section 
  1.17  1. 
  1.18     Sec. 3.  [EFFECTIVE DATE.] 
  1.19     Sections 1 and 2 are effective July 1, 1997.
