  1.1                          A bill for an act 
  1.2             relating to the environment; appropriating money for 
  1.3             ethanol plant odor control. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; ETHANOL PLANT ODOR CONTROL.] 
  1.6      $....... in fiscal year 2002 is appropriated from the 
  1.7   general fund to the commissioner of trade and economic 
  1.8   development for a reimbursable grant to Gopher State Ethanol for 
  1.9   partial funding of equipment to control odor emissions from the 
  1.10  ethanol plant in St. Paul.  This grant may be used to cover not 
  1.11  more than one-third of the total cost of purchasing, installing, 
  1.12  calibrating, and performance testing the odor control system.  
  1.13  The commissioner shall release the grant amount to Gopher State 
  1.14  Ethanol only after written notification that the city council of 
  1.15  the city of St. Paul has, by resolution, affirmed that the odor 
  1.16  control system has operated successfully for a period of 30 days.
  1.17     Any amount of this appropriation that remains unexpended 
  1.18  after June 30, 2003, cancels to the general fund.
