1.1 A bill for an act 1.2 relating to health; redefining the role of the health 1.3 technology advisory committee; appropriating money; 1.4 amending Minnesota Statutes 1996, section 62J.15; 1.5 repealing Minnesota Statutes 1996, sections 13.99, 1.6 subdivision 19a; 62J.152; and 62J.156. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. Minnesota Statutes 1996, section 62J.15, is 1.9 amended to read: 1.10 62J.15 [HEALTH PLANNING.] 1.11 Subdivision 1. [HEALTH TECHNOLOGY ADVISORY COMMITTEE.] The 1.12Minnesota health care commission shalllegislative commission on 1.13 health care access may convene an advisory committee toconduct: 1.14 (1) provide the legislature with scientific evaluations 1.15 ofexisting research and technology assessments conducted by1.16other entities of new and existing health care1.17technologiesproposed benefit mandates that utilize health care 1.18 technologies for a specific use and application; and 1.19 (2) respond to specific requests by the legislative 1.20 commission on health care access for input on the considerations 1.21 inherent in various approaches to the utilization of health care 1.22 technologies. 1.23 The advisory committeemaymust includemembers of the1.24state commission and other personsat least one person appointed 1.25 by the Minnesota health care commission. The advisory committee 1.26 must include at least one person representing physicians, at 2.1 least one person representing hospitals, and at least one person 2.2 representing the health care technology industry. Health care 2.3 technologiesinclude high-costare defined as drugs, devices, 2.4 procedures, or processes applied to human health care, such as2.5high-cost transplants and expensive scanners and imagers. The 2.6 advisory committee is governed by section 15.0575, subdivision 2.7 3, except that members do not receive per diem payments. 2.8 Subd. 1a. [DEFINITION.] For purposes ofsections 62J.15 to2.962J.156this section,the terms "evaluate,""evaluation,"and2.10"evaluating" meanmeans the review or reviewing of research and 2.11 technology assessments conducted by other entities relating to 2.12 specific technologies and their specific use and application. 2.13 Sec. 2. [APPROPRIATION.] 2.14 $....... is appropriated from the general fund to the 2.15 legislative commission on health care access to convene the 2.16 health technology advisory committee established under section 1. 2.17 Sec. 3. [REPEALER.] 2.18 Minnesota Statutes 1996, sections 13.99, subdivision 19a; 2.19 62J.152; and 62J.156, are repealed.
