A bill for an act
relating to school district elections; providing for an alley system or at-large
election of school board members; proposing coding for new law in Minnesota
Statutes, chapter 205A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

A school board of a school district may by resolution
establish an alley system for the at-large election of board members. Position numbers
shall be assigned to each board position. As incumbents' terms expire, they shall be
assigned by lot to numbered positions to be filled at the election held in the year before
their terms expire.

If the board establishes an alley system, the notice of filing dates
must include substantially the following language, adjusted for the proper year:

"Position no. .., position no. .., and position no. .. are to be filled by election.

Candidates may not file for more than one position."

If the board establishes an alley system, each
affidavit of candidacy for school board shall specify the numbered position for which the
candidate is filing.

If the board establishes an alley system, the ballot heading shall
read as follows:

"SCHOOL BOARD MEMBER

POSITION NO. ..
new text end

VOTE FOR ONE"

The board may at any time by resolution discontinue the
alley system.

If the board establishes or discontinues an alley system,
incumbents shall serve the entire terms to which they were elected under the prior system.
Elections to fill a vacancy in a term shall be under the new system.
