  1.1                          A bill for an act 
  1.2             relating to agriculture; changing the composition of 
  1.3             the feedlot and manure management advisory committee; 
  1.4             amending Minnesota Statutes 1998, section 17.136. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 17.136, is 
  1.7   amended to read: 
  1.8      17.136 [ANIMAL FEEDLOTS; POLLUTION CONTROL; FEEDLOT AND 
  1.9   MANURE MANAGEMENT ADVISORY COMMITTEE.] 
  1.10     (a) The commissioner of agriculture and the commissioner of 
  1.11  the pollution control agency shall establish a feedlot and 
  1.12  manure management advisory committee to identify needs, goals, 
  1.13  and suggest policies for research, monitoring, and regulatory 
  1.14  activities regarding feedlot and manure management.  In 
  1.15  establishing the committee, the commissioner shall give first 
  1.16  consideration to members of the existing feedlot advisory group. 
  1.17     (b) The committee must include representation from beef, 
  1.18  dairy, pork, chicken, and turkey producer organizations.  The 
  1.19  committee shall not exceed 18 20 members, but, after June 30, 
  1.20  1997 1999, must include representatives from at least four two 
  1.21  environmental organizations, eight livestock producers, and four 
  1.22  experts in soil and water science, nutrient management, and 
  1.23  animal husbandry, two commercial solid manure applicators who 
  1.24  are not producers, two commercial liquid manure applicators who 
  1.25  are not producers, and one member from an organization 
  2.1   representing local units of government, and chairs of the senate 
  2.2   and the house of representatives committees that deal with 
  2.3   agricultural policy or the designees of the chairs.  In 
  2.4   addition, the departments of agriculture, health, and natural 
  2.5   resources, the pollution control agency, board of water and soil 
  2.6   resources, soil and water conservation districts, the federal 
  2.7   Natural Resource Conservation Service, the association of 
  2.8   Minnesota counties, and the Farm Service Agency shall serve on 
  2.9   the committee as ex officio nonvoting members. 
  2.10     (c) The advisory committee shall elect a chair and a 
  2.11  vice-chair from its members.  The department and the agency 
  2.12  shall provide staff support to the committee. 
  2.13     (d) The commissioner of agriculture and the commissioner of 
  2.14  the pollution control agency shall consult with the advisory 
  2.15  committee during the development of any policies, rules, or 
  2.16  funding proposals or recommendations relating to feedlots or 
  2.17  feedlot-related manure management. 
  2.18     (e) The commissioner of agriculture shall consult with the 
  2.19  advisory committee on establishing a list of manure management 
  2.20  research needs and priorities. 
  2.21     (f) The advisory committee shall advise the commissioners 
  2.22  on other appropriate matters. 
  2.23     (g) Nongovernment members of the advisory committee shall 
  2.24  receive expenses, in accordance with section 15.059, subdivision 
  2.25  6.  The advisory committee expires on June 30, 2001. 
  2.26     Sec. 2.  [EFFECTIVE DATE.] 
  2.27     Section 1 is effective the day following final enactment.
