  1.1                          A bill for an act 
  1.2             relating to the governor; requiring the governor to 
  1.3             provide human rights information to the national guard.
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [GOVERNOR TO PROVIDE INFORMATION.] 
  1.6      Before and during the time that members of the Minnesota 
  1.7   national guard participate in Operation Fuertes Caminos '95 
  1.8   North in Guatemala or in other similar social projects in 
  1.9   foreign countries, the governor must provide them and the public 
  1.10  with updated official information on human rights violations and 
  1.11  concerns in the host country, in particular regarding the role 
  1.12  of the military of the host country in these violations.  In 
  1.13  providing such information, the governor shall include any 
  1.14  relevant information available from Amnesty International, the 
  1.15  United Nations Commission on Human Rights, Minnesota Advocates 
  1.16  for Human Rights, Human Rights Watch, or similar human rights 
  1.17  organizations. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective the day following final enactment.
