  1.1                          A bill for an act
  1.2             relating to child care assistance; modifying the 
  1.3             priority for assistance under the basic sliding fee 
  1.4             program; providing for the continuation of basic 
  1.5             sliding fee assistance across counties; amending 
  1.6             Minnesota Statutes 1996, section 119B.03, subdivision 
  1.7             4, and by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 119B.03, 
  1.10  subdivision 4, is amended to read: 
  1.11     Subd. 4.  [FUNDING PRIORITY.] (a) First priority for child 
  1.12  care assistance under the basic sliding fee program must be 
  1.13  given to parents who were receiving basic sliding fee assistance 
  1.14  from their county of former residence, but who moved to a county 
  1.15  where they have been placed on a waiting list for assistance. 
  1.16     (b) Second priority must be given to eligible non-AFDC 
  1.17  families who do not have a high school or general equivalency 
  1.18  diploma or who need remedial and basic skill courses in order to 
  1.19  pursue employment or to pursue education leading to employment.  
  1.20  Within this priority, the following subpriorities must be used: 
  1.21     (1) child care needs of minor parents; 
  1.22     (2) child care needs of parents under 21 years of age; and 
  1.23     (3) child care needs of other parents within the priority 
  1.24  group described in this paragraph. 
  1.25     (b) Second (c) Third priority must be given to parents who 
  1.26  have completed their AFDC transition year. 
  2.1      Sec. 2.  Minnesota Statutes 1996, section 119B.03, is 
  2.2   amended by adding a subdivision to read: 
  2.3      Subd. 4a.  [SPECIAL PROVISION; PARENT MOVING TO A NEW 
  2.4   COUNTY.] When a parent who has been receiving basic sliding fee 
  2.5   assistance moves to a county that does not have funding 
  2.6   available to enroll the parent in its basic sliding fee program, 
  2.7   the parent must be placed on the waiting list in the new county 
  2.8   of residence according to the priorities specified in 
  2.9   subdivision 4.  Notwithstanding the provisions of chapter 256G 
  2.10  governing the determination of financial responsibility, the 
  2.11  county of former residence must continue to provide basic 
  2.12  sliding fee assistance to the parent until funding is available 
  2.13  in the new county of residence to enroll the parent in that 
  2.14  county's basic sliding fee program. 
  2.15     Sec. 3.  [EFFECTIVE DATE.] 
  2.16     Sections 1 and 2 are effective July 1, 1997.
