  1.1                          A bill for an act 
  1.2             relating to education; providing for a professional 
  1.3             teaching permit; proposing coding for new law in 
  1.4             Minnesota Statutes, chapter 122A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [122A.245] [PROFESSIONAL TEACHING PERMIT; 
  1.7   VARIANCE.] 
  1.8      Subdivision 1.  [AUTHORIZATION.] A school district or 
  1.9   charter school may hire a person with a professional teaching 
  1.10  permit to teach in the public school or charter school.  A 
  1.11  district or charter school that employs a person with a 
  1.12  professional teaching permit must not remove a regularly 
  1.13  licensed teacher from their position in order to hire a person 
  1.14  holding a permit. 
  1.15     Subd. 2.  [BOARD; PERMITS.] The board of teaching must 
  1.16  issue professional teaching permits.  To obtain an initial 
  1.17  permit, an applicant must have: 
  1.18     (1) a bachelor's degree in engineering, music, art, foreign 
  1.19  language, computer science, mathematics, or science, or a 
  1.20  graduate degree in law, medicine, accounting, business, or 
  1.21  related disciplines; 
  1.22     (2) at least five years of experience as a professional in 
  1.23  the subject area in which the bachelor's or graduate degree was 
  1.24  awarded; and 
  1.25     (3) completed 100 hours of formal instruction in a teacher 
  2.1   preparation program. 
  2.2      Subd. 3.  [INITIAL PERMIT.] The initial permit is valid for 
  2.3   two years.  During the initial permit period, the applicant must 
  2.4   be supervised by a person who holds a regular teaching license. 
  2.5      Subd. 4.  [RENEWABLE PERMIT.] The supervising teacher must 
  2.6   prepare for the board of teaching a positive or negative 
  2.7   recommendation on whether the initial permit holder shall 
  2.8   receive a renewable professional teaching permit.  After the 
  2.9   initial permit period, the professional teaching permit is 
  2.10  renewable for five-year periods.
