  1.1                          A bill for an act 
  1.2             relating to crime prevention; creating a fund to be 
  1.3             used by local law enforcement agencies for the purpose 
  1.4             of meeting certain emergency needs of crime victims; 
  1.5             providing for administration of the fund by the crime 
  1.6             victims reparations board; appropriating money; 
  1.7             proposing coding for new law in Minnesota Statutes, 
  1.8             chapter 611A. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [611A.675] [FUND FOR EMERGENCY NEEDS OF CRIME 
  1.11  VICTIMS.] 
  1.12     Subdivision 1.  [GRANTS AUTHORIZED.] The crime victims 
  1.13  reparations board shall make grants to local law enforcement 
  1.14  agencies for the purpose of providing emergency assistance to 
  1.15  victims.  As used in this section, "emergency assistance" 
  1.16  includes but is not limited to: 
  1.17     (1) replacement of necessary property that was lost, 
  1.18  damaged, or stolen as a result of the crime; 
  1.19     (2) purchase and installation of necessary home security 
  1.20  devices; and 
  1.21     (3) transportation to locations related to the victim's 
  1.22  needs as a victim, such as medical facilities and facilities of 
  1.23  the criminal justice system. 
  1.24     Subd. 2.  [APPLICATION FOR GRANTS.] A county sheriff or the 
  1.25  chief administrative officer of a municipal police department 
  1.26  may apply to the board for a grant for any of the purposes 
  1.27  described in subdivision 1 or for any other emergency assistance 
  2.1   purpose approved by the board.  The application must be on forms 
  2.2   and pursuant to procedures developed by the board.  The 
  2.3   application must describe the type or types of intended 
  2.4   emergency assistance, estimate the amount of money required, and 
  2.5   include any other information deemed necessary by the board. 
  2.6      Subd. 3.  [REPORTING BY LOCAL AGENCIES REQUIRED.] A county 
  2.7   sheriff or chief administrative officer of a municipal police 
  2.8   department who receives a grant under this section shall report 
  2.9   all expenditures to the board on a quarterly basis.  The sheriff 
  2.10  or chief administrative officer shall also file an annual report 
  2.11  with the board itemizing the expenditures made during the 
  2.12  preceding year, the purpose of those expenditures, and the 
  2.13  ultimate disposition, if any, of each assisted victim's criminal 
  2.14  case. 
  2.15     Subd. 4.  [REPORT TO LEGISLATURE.] On or before February 1, 
  2.16  1997, the board shall report to the legislature on the 
  2.17  implementation, use, and administration of the grant program 
  2.18  created under this section. 
  2.19     Sec. 2.  [INSTRUCTION TO REVISOR.] 
  2.20     In each section of Minnesota Statutes referred to in column 
  2.21  A, the revisor of statutes shall delete the reference in column 
  2.22  B every time it occurs and insert a reference to section 611A.68.

  2.28     Sec. 3.  [APPROPRIATION.] 
  2.29     $....... is appropriated from the peace officers training 
  2.30  account in the special revenue fund in the state treasury to the 
  2.31  crime victim and witness account in the state treasury for the 
  2.32  purposes specified in section 1.  The sum is available until 
  2.33  expended.
