A bill for an act
relating to education finance; authorizing funding for
staff development for school districts with schools
not making adequate yearly progress; appropriating
money; amending Minnesota Statutes 2004, section
122A.61, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2004, section 122A.61, is
amended by adding a subdivision to read:

school district that is categorized by the Department of
Education as either "not making sufficient progress" or "needs
assistance" in reaching the levels of adequate yearly progress
required by the No Child Left Behind Act is eligible for
supplementary staff development aid.

(b) Supplementary staff development aid equals two percent
of the formula allowance for that year times the number of
adjusted marginal cost pupil units attending sites within the
school district that are categorized as not making sufficient
progress or needs assistance.

(c) The staff development aid received under this section
must be reserved and used for staff development activities under
this section and section 122A.60. Supplementary staff
development aid must be allocated according to a plan adopted by
the school board.

This section is effective for revenue for
fiscal year 2006.
