  1.1                          A bill for an act 
  1.2             relating to higher education; providing for a tuition 
  1.3             policy for post-secondary institutions; amending 
  1.4             Minnesota Statutes 2000, section 136F.70, by adding a 
  1.5             subdivision.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 136F.70, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 1a.  [TUITION POLICY.] The board must establish a 
  1.10  tuition policy that requires institutions to charge a student 
  1.11  the full cost of instruction for (1) any course that a student 
  1.12  retakes if the student has previously completed the course with 
  1.13  a passing grade, or (2) any course that the student drops in the 
  1.14  last three weeks of the term. 
  1.15     Sec. 2.  [FULL COST TUITION; UNIVERSITY OF MINNESOTA.] 
  1.16     The board of regents of the University of Minnesota is 
  1.17  encouraged to establish a tuition policy that requires a student 
  1.18  to pay the full cost of instruction for (1) any course that a 
  1.19  student retakes if the student has previously completed the 
  1.20  course with a passing grade, or (2) any course that the student 
  1.21  drops in the last three weeks of the term.
