  1.1                          A bill for an act 
  1.2             relating to information policy; establishing a 
  1.3             legislative task force to make recommendations on 
  1.4             information policy issues; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [INFORMATION POLICY TASK FORCE.] 
  1.7      Subdivision 1.  [CREATION.] An information policy 
  1.8   legislative task force is created to study and make 
  1.9   recommendations regarding Minnesota law on public information 
  1.10  policy, including government data practices and information 
  1.11  technology issues.  The task force consists of: 
  1.12     (1) two members of the senate appointed by the subcommittee 
  1.13  on committees of the committee on rules and administration; 
  1.14     (2) two members of the house of representatives appointed 
  1.15  by the speaker; 
  1.16     (3) four members appointed by the governor; 
  1.17     (4) two nonlegislative members appointed by the committee 
  1.18  on rules and administration of the senate; and 
  1.19     (5) two nonlegislative members appointed by the speaker of 
  1.20  the house of representatives.  
  1.21     At least one member from each body must be a member of the 
  1.22  majority party and at least one member from each body must be a 
  1.23  member of the minority party. 
  1.24     Subd. 2.  [DUTIES; REPORT.] The task force shall study: 
  1.25     (1) the content and organization of government data 
  2.1   practices statutes in Minnesota Statutes, chapter 13, and 
  2.2   related statutes dealing with access to government data, fair 
  2.3   information practices, and privacy; 
  2.4      (2) issues related to surveillance and other forms of 
  2.5   information technology, including the impact of technology on 
  2.6   data practices and privacy; 
  2.7      (3) procedures and structures for developing and 
  2.8   implementing a coherent and coordinated approach to public 
  2.9   information policy; 
  2.10     (4) the advisability of changing the government data 
  2.11  practices act under Minnesota Statutes, chapter 13, to remove 
  2.12  barriers to integrated service delivery in order to allow 
  2.13  interagency sharing of client information; 
  2.14     (5) approaches to information policy in other states and 
  2.15  foreign jurisdictions; and 
  2.16     (6) other information policy issues identified by the task 
  2.17  force. 
  2.18     In its study of statutes under clause (1), the task force 
  2.19  shall include an evaluation to determine whether any statutes 
  2.20  are inconsistent or obsolete. 
  2.21     The task force shall report its findings and 
  2.22  recommendations, including any proposed legislation, to the 
  2.23  legislature by February 1, 1998. 
  2.24     Subd. 3.  [SUPPORT.] The commissioner of administration and 
  2.25  the director of the office of strategic and long-range planning 
  2.26  shall provide staff and other support services to the task force.
  2.27  Legislative support to the task force must come from existing 
  2.28  resources. 
  2.29     Subd. 4.  [EXPIRATION.] The task force expires upon 
  2.30  submission of its final report to the legislature under 
  2.31  subdivision 2. 
  2.32     Sec. 2.  [APPROPRIATION.] 
  2.33     $....... is appropriated from the general fund to the 
  2.34  legislative coordinating commission for expenses of the task 
  2.35  force under section 1.
