  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for 
  1.3             redevelopment grants for the city of Richfield. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REDEVELOPMENT GRANTS; RICHFIELD.] 
  1.6      (a) For fiscal year 2002, $30,000,000 is appropriated from 
  1.7   the general fund to the commissioner of trade and economic 
  1.8   development for a redevelopment grant or grants to the city of 
  1.9   Richfield under Minnesota Statutes, sections 116J.561 to 
  1.10  116J.566.  The appropriation does not cancel but is available 
  1.11  until June 30, 2003. 
  1.12     (b) Grants made under this authority may only be used for 
  1.13  acquisition and site preparation of residential property in the 
  1.14  city of Richfield, located within an area consisting of no more 
  1.15  than two blocks immediately to the west of trunk highway 77, 
  1.16  bounded on the north by trunk highway 62 and on the south by 
  1.17  77th street and also consisting of the area within the 87dB low 
  1.18  frequency sound level contour.  A property qualifies as a 
  1.19  residential property only if the land is improved with a 
  1.20  building and at least 75 percent of the square footage of the 
  1.21  building is for single family or multiunit residential uses. 
  1.22     (c) For purposes of this grant, the local match requirement 
  1.23  under Minnesota Statutes, section 116J.566, and the requirements 
  1.24  to repay sales proceeds under section 116J.567 do not apply. 
  2.1      (d) The city of Richfield must submit a report to the 
  2.2   chairs of the 2002 committees of the house of representatives 
  2.3   and senate with jurisdiction over trade and economic development 
  2.4   by no later than December 15, 2002, on the redevelopment plans 
  2.5   and their implementations.  This report must include details on 
  2.6   the plans for and, to the extent available, the actual use of 
  2.7   the grant money, including, but not limited to, information on: 
  2.8      (1) residential units purchased or to be purchased, by 
  2.9   location and type of unit; 
  2.10     (2) the cost of acquisition or the estimated cost of 
  2.11  acquisition of the units; 
  2.12     (3) the cost of demolition or relocation of buildings, 
  2.13  including any offsetting savings from buildings to be relocated 
  2.14  or other salvage; 
  2.15     (4) the cost of relocation of utilities; 
  2.16     (5) the cost of any other site preparation for development; 
  2.17     (6) plans for sale and use of the cleared land, including 
  2.18  estimates of the value of the land after clearance and site 
  2.19  preparation; and 
  2.20     (7) the plans for the ultimate use of the properties 
  2.21  acquired or to be acquired.
