  1.1                          A bill for an act 
  1.2             relating to transportation; requiring metropolitan 
  1.3             airports commission to set certain taxicab vehicle 
  1.4             qualifications; allowing quarterly payment of taxicab 
  1.5             permit fee; authorizing certain transfers of taxicab 
  1.6             permits. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [AGE OF TAXICAB VEHICLE.] 
  1.9      The metropolitan airports commission must not be more 
  1.10  restrictive than the city of Minneapolis or more restrictive 
  1.11  than the city of St. Paul in: 
  1.12     (1) limiting the age of a vehicle that is permitted to be 
  1.13  operated as a taxicab at the Minneapolis-St. Paul International 
  1.14  Airport; and 
  1.15     (2) providing a variance process for qualifying an older 
  1.16  vehicle for airport taxicab operation. 
  1.17     Sec. 2.  [TAXICAB PERMIT FEE.] 
  1.18     Notwithstanding any ordinance to the contrary, the 
  1.19  metropolitan airports commission shall allow a taxicab owner to 
  1.20  pay in quarterly installments the annual taxicab permit fee for 
  1.21  use of permitted taxi lanes at the Minneapolis-St. Paul 
  1.22  International Airport. 
  1.23     Sec. 3.  [AUTHORIZED PERMIT TRANSFERS.] 
  1.24     Notwithstanding any ordinance to the contrary, in the event 
  1.25  of the death of a taxicab permit holder, the deceased permit 
  1.26  holder's personal representative may transfer the permit to a 
  2.1   member of the permit holder's immediate family.  For the purpose 
  2.2   of this section, immediate family consists only of the spouse, 
  2.3   adult child, brother, or sister of the permit holder, but not a 
  2.4   person under legal disability.  Within five days following the 
  2.5   transfer of the permit, and before the transferee can operate a 
  2.6   taxicab at the Minneapolis-St. Paul International Airport, the 
  2.7   transferee must comply with all metropolitan airports commission 
  2.8   ordinance requirements to which the original permit holder was 
  2.9   subject.
