A bill for an act
relating to workforce development; providing funding for adult workforce
development initiatives in greater Minnesota; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ADULT WORKFORCE DEVELOPMENT COMPETITIVE GRANT
PROGRAM; APPROPRIATION.

new text begin $1,000,000 in fiscal year 2018 is appropriated from the workforce development fund to
the commissioner of employment and economic development for the adult workforce
development competitive grant program. This is a onetime appropriation and is available
until June 30, 2020. Grants under this section must be awarded to organizations located
outside of the seven-county metropolitan area and must be used for programs with workforce
opportunities focused on high-wage, high-demand occupations. The commissioner shall
report to the committees with jurisdiction by January 15, 2018, and January 15, 2019, about
the effect of this appropriation on disparities based on geography, wealth, race, and gender.
"Disparities" means differences in economic, employment, health, education, or public
safety outcomes between the state population as a whole and subgroups of the population
defined by geography, wealth, race, and gender.
