1.1 A bill for an act 1.2 proposing an amendment to the Minnesota Constitution, 1.3 article IV, section 4; providing for the biennial 1.4 election of one-half of the members of the senate and 1.5 one-half of the members of the house of 1.6 representatives. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. [CONSTITUTIONAL AMENDMENT PROPOSED.] 1.9 An amendment to the Minnesota Constitution, article IV, 1.10 section 4, is proposed to the people. If the amendment is 1.11 adopted, the section will read: 1.12 Sec. 4. Representativesshall be chosen for a term of two1.13years, except to fill a vacancy.and senators shall be chosen 1.14 for a term of four years, except to fill a vacancyand except1.15there shall be an entire new election of all the senators at the1.16first election of representatives after each new legislative1.17apportionment provided for in this article. The legislature 1.18 shall by law provide a procedure by which one-half of the 1.19 members of the senate and one-half of the members of the house 1.20 of representatives are elected biennially, as nearly as 1.21 practicable. The governor shall call elections to fill 1.22 vacancies in either house of the legislature. 1.23 Sec. 2. [QUESTION.] 1.24 The amendment shall be submitted to the people at the 2000 1.25 general election. The question proposed shall be: 1.26 "Shall the Minnesota Constitution be amended to require the 2.1 biennial election of one-half of the members of the senate and 2.2 one-half of the members of the house of representatives? 2.3 Yes ....... 2.4 No ........"
