  1.1                          A bill for an act 
  1.2             relating to traffic regulations; allowing four hours 
  1.3             after crosswalk violation for peace officer to arrest 
  1.4             violator; amending Minnesota Statutes 1998, section 
  1.5             169.21, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 169.21, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 2a.  [CAUSE FOR ARREST.] (a) A peace officer may 
  1.10  arrest the driver of a motor vehicle if the peace officer has 
  1.11  probable cause to believe that the driver has operated the 
  1.12  vehicle in violation of subdivision 2 within the past four hours.
  1.13     (b) The owner or lessee may not be convicted under this 
  1.14  subdivision or subdivision 2, paragraph (d), if another person 
  1.15  is convicted for the violation or if the motor vehicle was 
  1.16  stolen at the time of the violation. 
  1.17     (c) Paragraph (a) does not apply to a lessor of a motor 
  1.18  vehicle if the lessor keeps a record of the name and address of 
  1.19  the lessee. 
  1.20     (d) Paragraph (a) does not prohibit or limit the 
  1.21  prosecution of a motor vehicle operator for violating 
  1.22  subdivision 2. 
  1.23     (e) A violation under paragraph (a) does not constitute 
  1.24  grounds for revocation or suspension of the owner's or lessee's 
  1.25  driver's license.
