A bill for an act
relating to environment; appropriating money for inflow and infiltration programs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$5,000,000 in fiscal year 2024 is appropriated from the general fund to the Metropolitan
Council for grants to cities within the metropolitan area, as defined in Minnesota Statutes,
section 473.121, subdivision 2, for capital improvements in municipal wastewater collection
systems to reduce the amount of inflow and infiltration to the Metropolitan Council's
metropolitan sanitary sewer disposal system. To be eligible for a grant, a city must be
identified by the council as a contributor of excessive inflow and infiltration in the
metropolitan disposal system or have a measured flow rate within 20 percent of the city's
allowable council-determined inflow and infiltration limits. The council must award grants
based on applications from cities that identify eligible capital costs and include a timeline
for inflow and infiltration mitigation construction, pursuant to guidelines established by the
council. This is a onetime appropriation and is available until June 30, 2026.

(a) $5,000,000 in fiscal year 2024 is appropriated from the general fund to the
Metropolitan Council as follows:

(1) $1,000,000 is for studies, investigations, engineering costs, and other noncapital
costs related to municipal wastewater collection systems to reduce the amount of inflow
and infiltration to the Metropolitan Council's metropolitan sanitary sewer disposal system;
and

(2) $4,000,000 is for grants and loans to inspect, repair, and replace privately owned
sewer service lines. Priority must be given to applicants with a household income at or
below 80 percent of area median income.
