1.1A resolution
1.2urging support for and reauthorization of the State Children's Health Insurance
1.3Program.
1.4WHEREAS, the Legislature of the State of Minnesota regards the health of our children
1.5and their parents as of paramount importance to families in our state; and
1.6WHEREAS, the Legislature of the State of Minnesota regards poor child and parental
1.7health as a threat to the educational achievement and social and psychological well-being of the
1.8families of our state; and
1.9WHEREAS, the Legislature of the State of Minnesota considers protecting the health of
1.10our children and their parents to be essential to the well-being of our families and the quality of
1.11life in our state; and
1.12WHEREAS, the Legislature of the State of Minnesota considers the State Children��������s Health
1.13Insurance Program, which as of July 2006 covered over 23,000 uninsured Minnesota children,
1.14parents, and pregnant women, to be an integral part of the arrangements for health benefits for the
1.15families of the state of Minnesota; and
1.16WHEREAS, the Legislature of the State of Minnesota recognizes the value of the State
1.17Children��������s Health Insurance Program in preserving wellness, preventing and treating disease,
1.18improving health outcomes, and reducing overall health costs; and
1.19WHEREAS, the Legislature of the State of Minnesota considers the federal funding
1.20available for the State Children��������s Health Insurance Program to be indispensable for providing
1.21health benefits for families of modest means; NOW, THEREFORE,
2.1BE IT RESOLVED by the Legislature of the State of Minnesota that it urges Congress to
2.2timely reauthorize the State Children��������s Health Insurance Program to ensure continued State
2.3Children��������s Health Insurance Program funding for the state.
2.4BE IT FURTHER RESOLVED that the Legislature urges the governor to use his best
2.5efforts to work with the Minnesota delegation to ensure that the State Children��������s Health Insurance
2.6Program is reauthorized in a timely manner.
2.7BE IT FURTHER RESOLVED that the Legislature proclaims that all components of state
2.8government should work together with educators, health care providers, and social workers to
2.9ensure that all available public and private assistance for providing health benefits to uninsured
2.10families in this state be used to the maximum extent possible.
2.11BE IT FURTHER RESOLVED that the Legislature urges the governor to use his best
2.12efforts to provide meaningful assistance to help identify and enroll children and parents who
2.13qualify for medical assistance or the MinnesotaCare program and are eligible for State Children��������s
2.14Health Insurance Program funding.
2.15BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
2.16directed to prepare copies of this memorial and transmit them to the President of the United States,
2.17the President and the Secretary of the United States Senate, the Speaker and the Clerk of the United
2.18States House of Representatives, and Minnesota's Senators and Representatives in Congress.
