  1.1                          A bill for an act
  1.2             relating to human services; requiring reimbursement to 
  1.3             counties for detoxification services; appropriating 
  1.4             money; amending Minnesota Statutes 2000, section 
  1.5             254A.08, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 254A.08, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 2a.  [REIMBURSEMENT TO COUNTIES.] The commissioner of 
  1.10  human services shall reimburse county boards on a quarterly 
  1.11  basis for the cost of detoxification services provided under 
  1.12  this section on and after July 1, 2001.  Reimbursement shall be 
  1.13  made from funds appropriated for county detoxification services 
  1.14  which shall be allocated to each county on a fiscal year basis, 
  1.15  based on the county's average expenditure as a proportion of 
  1.16  statewide expenditures for services under this section in the 
  1.17  five state fiscal years preceding the allocation year.  Unspent 
  1.18  funds shall be carried over from one year of the biennium to the 
  1.19  next. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     $26,000,000 is appropriated from the general fund to the 
  1.22  commissioner of human services, for the biennium ending June 30, 
  1.23  2003, to reimburse county boards for the cost of detoxification 
  1.24  services provided under Minnesota Statutes, section 254A.08.
