  1.1                          A bill for an act
  1.2             relating to state government; providing that executive 
  1.3             agency compensation savings may be used only for 
  1.4             certain purposes. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [COMPENSATION SAVINGS.] 
  1.7      (a) During the biennium ending June 30, 1997, savings 
  1.8   achieved by an executive branch agency through one of the means 
  1.9   listed in paragraph (b) may be used only to pay for increased 
  1.10  compensation costs for other employees of the same agency.  Any 
  1.11  savings not used for this purpose cancel to the fund from which 
  1.12  the money saved was appropriated to the agency. 
  1.13     (b) Paragraph (a) applies to savings achieved by: 
  1.14     (1) not filling or delaying filling positions becoming 
  1.15  vacant after July 1, 1995; 
  1.16     (2) not filling or delaying filling a position during an 
  1.17  unpaid leave of absence; or 
  1.18     (3) filling a vacant position with an employee whose 
  1.19  compensation is less than the compensation of the previous 
  1.20  incumbent. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective July 1, 1995.
