  1.1                          A bill for an act 
  1.2             relating to state government; putting a limit on the 
  1.3             amount to be spent on art in state-financed buildings; 
  1.4             limiting administrative expenses; amending Minnesota 
  1.5             Statutes 2002, section 16B.35, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 16B.35, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [PERCENT OF APPROPRIATIONS FOR ART.] An 
  1.10  appropriation for the construction or alteration of any state 
  1.11  building may contain an amount not to exceed the lesser of 
  1.12  $100,000 or one percent of the total appropriation for the 
  1.13  building for the acquisition of works of art, excluding 
  1.14  landscaping, which may be an integral part of the building or 
  1.15  its grounds, attached to the building or grounds or capable of 
  1.16  being displayed in other state buildings.  Money used for this 
  1.17  purpose is available only for the acquisition of works of art to 
  1.18  be exhibited in areas of a building or its grounds accessible, 
  1.19  on a regular basis, to members of the public.  No more than ten 
  1.20  percent of the total amount available each fiscal year under 
  1.21  this subdivision may be used for administrative expenses, either 
  1.22  by the commissioner of administration or by any other entity to 
  1.23  whom the commissioner delegates administrative authority.  For 
  1.24  the purposes of this section "state building" means a building 
  1.25  the construction or alteration of which is paid for wholly or in 
  2.1   part by the state.
