  1.1                             A resolution 
  1.2             memorializing the Congress of the United States to 
  1.3             repeal baseball's antitrust exemption and to create a 
  1.4             publicly appointed commission to govern baseball. 
  1.5      
  1.6      WHEREAS, baseball, as America's national pastime, is a 
  1.7   public institution that belongs to the American people, and not 
  1.8   just to the current generation of owners and players; and 
  1.9      WHEREAS, the disastrous relations between major league 
  1.10  owners and players prematurely ended the 1994 season and 
  1.11  threaten the 1995 season and the long-term health of the 
  1.12  institution; and 
  1.13     WHEREAS, the governing structure of baseball must reflect 
  1.14  its status as an important public institution; and 
  1.15     WHEREAS, baseball's exemption from antitrust laws has 
  1.16  permitted major league owners to artificially limit the number 
  1.17  of franchises and their location in a manner that is not in the 
  1.18  interest of the general public; NOW, THEREFORE, 
  1.19     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.20  that it urges the Congress of the United States to create a 
  1.21  governing board for major league baseball, which board would be 
  1.22  composed of representatives of owners, players, and the public, 
  1.23  and which board would select the commissioner of baseball. 
  1.24     BE IT FURTHER RESOLVED by the Legislature of the State of 
  1.25  Minnesota that it urges the Congress of the United States to 
  2.1   repeal baseball's antitrust exemption. 
  2.2      BE IT FURTHER RESOLVED that the Secretary of State of the 
  2.3   State of Minnesota is directed to prepare copies of this 
  2.4   memorial and transmit them to the President and Secretary of the 
  2.5   United States Senate, the Speaker and Clerk of the United States 
  2.6   House of Representatives, and Minnesota's Senators and 
  2.7   Representatives in Congress.
