  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of trunk highway bonds; appropriating money 
  1.4             to reconstruct segment of U.S. Highway 10. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [U.S. HIGHWAY 10 RECONSTRUCTION; 
  1.7   APPROPRIATION.] 
  1.8      $5,000,000 is appropriated from the bond proceeds account 
  1.9   in the trunk highway fund to the commissioner of transportation 
  1.10  for completing plans and specifications for the reconstruction 
  1.11  of marked U.S. Highway 10 from its intersection with Round Lake 
  1.12  Boulevard in the city of Coon Rapids to its intersection with 
  1.13  the Sherburne-Anoka county line in the city of Ramsey and is 
  1.14  available to conduct all necessary planning and public 
  1.15  involvement actions, environmental impact studies, and 
  1.16  alternative analyses.  Plans for marked U.S. Highway 10 must 
  1.17  include all necessary improvements to appropriate segments of 
  1.18  marked trunk highway 169 and related county and city highways 
  1.19  and streets and infrastructure and must provide for future 
  1.20  regional facilities such as new river crossings and transit 
  1.21  facilities. 
  1.22     Sec. 2.  [BOND SALE.] 
  1.23     To provide the money appropriated in section 1 from the 
  1.24  trunk highway fund, the commissioner of finance shall sell and 
  1.25  issue trunk highway bonds for the purposes stated in Minnesota 
  2.1   Statutes, section 167.51, subdivision 1, in an aggregate 
  2.2   principal amount up to $5,000,000 in the manner and on the 
  2.3   conditions prescribed by Minnesota Statutes, sections 167.50 and 
  2.4   167.51, and by the Minnesota Constitution, article XIV, section 
  2.5   11.  The proceeds of the bonds, except accrued interest and any 
  2.6   premium received from the sale of the bonds, must be deposited 
  2.7   in the bond proceeds account in the trunk highway fund. 
  2.8      Sec. 3.  [EFFECTIVE DATE.] 
  2.9      Sections 1 and 2 are effective the day following final 
  2.10  enactment.
