  1.1                          A bill for an act 
  1.2             relating to the job skills partnership board; changing 
  1.3             the membership of the board; imposing term limits; 
  1.4             amending Minnesota Statutes 2000, section 116L.03, 
  1.5             subdivisions 2, 3, and 5. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 116L.03, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [APPOINTMENT.] The Minnesota job skills 
  1.10  partnership board consists of:  nine members appointed by the 
  1.11  governor, the commissioner of trade and economic development, 
  1.12  the commissioner of economic security, and the chancellor, or 
  1.13  the chancellor's designee, of the Minnesota state colleges and 
  1.14  universities.  If the chancellor makes a designation under this 
  1.15  subdivision, the designee must have experience in technical 
  1.16  education.  Two of the appointed members must be representatives 
  1.17  from organized labor, and one of the appointed members must have 
  1.18  expertise in and be a representative of a technology industry.  
  1.19     Sec. 2.  Minnesota Statutes 2000, section 116L.03, 
  1.20  subdivision 3, is amended to read: 
  1.21     Subd. 3.  [QUALIFICATIONS.] Members must have expertise in, 
  1.22  and be representative of the following fields of education, job 
  1.23  skills training, labor, business, and government.  
  1.24     Sec. 3.  Minnesota Statutes 2000, section 116L.03, 
  1.25  subdivision 5, is amended to read: 
  2.1      Subd. 5.  [TERMS.] The terms of appointed members shall be 
  2.2   for four years except for the initial appointments.  The initial 
  2.3   appointments of the governor shall have the following terms:  
  2.4   two members each for one, two, three, and four years.  No member 
  2.5   shall serve more than two terms, and no person shall be 
  2.6   appointed after December 31, 2001, for any term that would cause 
  2.7   that person to serve a total of more than eight years on the 
  2.8   board.  Compensation for board members is as provided in section 
  2.9   15.0575, subdivision 3.
