  1.1                          A bill for an act 
  1.2             relating to motor vehicles; authorizing special motor 
  1.3             vehicle license plates for retired veterans; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 168. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [168.1234] [RETIRED VETERANS; SPECIAL LICENSE 
  1.7   PLATES.] 
  1.8      Subdivision 1.  [GENERAL REQUIREMENTS; FEES.] (a) On 
  1.9   payment of a fee of $10 for each set of two plates, or for a 
  1.10  single plate in the case of a motorcycle plate, payment of the 
  1.11  registration tax required by law, and compliance with other laws 
  1.12  relating to the registration and licensing of a passenger 
  1.13  automobile, pickup truck, van, self-propelled recreational 
  1.14  equipment, or motorcycle, as applicable, the registrar shall 
  1.15  issue to an applicant who retired from active military service 
  1.16  in a branch of the armed forces of the United States, was 
  1.17  discharged under honorable conditions, and is an owner or joint 
  1.18  owner of a passenger automobile, pickup truck, van, or 
  1.19  self-propelled recreational equipment: 
  1.20     (1) special license plates as described in subdivision 2; 
  1.21  or 
  1.22     (2) a special motorcycle license plate as described in 
  1.23  subdivision 2.  A motorcycle plate issued under this clause must 
  1.24  be the same size as a standard motorcycle license plate.  
  1.25     (b) The additional fee of $10 is payable for each set of 
  2.1   plates, is payable only when the plates are issued, and is not 
  2.2   payable in a year in which tabs or stickers are issued instead 
  2.3   of number plates.  An applicant must not be issued more than two 
  2.4   sets of plates for vehicles listed in paragraph (a) and owned or 
  2.5   jointly owned by the applicant. 
  2.6      (c) The veteran must have a certified copy of the veteran's 
  2.7   discharge papers, indicating character of discharge, at the time 
  2.8   of application.  
  2.9      Subd. 2.  [DESIGN.] The commissioner of veterans affairs 
  2.10  shall design the special plates, subject to the approval of the 
  2.11  registrar, but, at a minimum, the special plates must bear the 
  2.12  inscription "U.S. Armed Forces - Retired." 
  2.13     Subd. 3.  [NUMBER ESTIMATED.] The commissioner of veterans 
  2.14  affairs shall estimate the number of special plates that will be 
  2.15  required and submit the estimate to the registrar.  
  2.16     Subd. 4.  [PLATES TRANSFER.] (a) On payment of a fee of $5, 
  2.17  plates issued under subdivision 1, paragraph (a), clause (1), 
  2.18  may be transferred to another passenger automobile, pickup 
  2.19  truck, van, or self-propelled recreational equipment owned or 
  2.20  jointly owned by the person to whom the plates were issued.  
  2.21     (b) On payment of a fee of $5, a plate issued under 
  2.22  subdivision 1, paragraph (a), clause (2), may be transferred to 
  2.23  another motorcycle owned or jointly owned by the person to whom 
  2.24  the plate was issued. 
  2.25     Subd. 5.  [FEES CREDITED.] Fees collected under this 
  2.26  section must be paid into the state treasury and credited to the 
  2.27  highway user tax distribution fund.
