  1.1                          A bill for an act
  1.2             relating to metropolitan airport planning; requiring 
  1.3             the metropolitan airports commission and the 
  1.4             metropolitan council to include certain information in 
  1.5             the report to the legislature; amending Minnesota 
  1.6             Statutes 1994, sections 473.616, by adding a 
  1.7             subdivision; and 473.618. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 473.616, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 3a.  [REMOTE RUNWAY OPTION.] The commission shall 
  1.12  adopt a plan before January 1, 1996, for developing new runways 
  1.13  within the search area designated by the metropolitan council 
  1.14  for development of a major new airport that would be connected 
  1.15  to the existing terminal and other ground facilities with high 
  1.16  speed rail.  The plan must also address phasing out use of all 
  1.17  or some of the existing runways at the Minneapolis-Saint Paul 
  1.18  international airport.  The plan must provide information 
  1.19  comparable to the information provided under subdivisions 1, 2, 
  1.20  and 3. 
  1.21     Sec. 2.  Minnesota Statutes 1994, section 473.618, is 
  1.22  amended to read: 
  1.23     473.618 [AIRPORT PLANNING AND DEVELOPMENT REPORT.] 
  1.24     Within 180 days after the completion of the actions 
  1.25  required by section 473.616, subdivision subdivisions 3 and 3a, 
  1.26  the metropolitan council and the airports commission shall 
  2.1   report to the legislature on the long-range planning and 
  2.2   development of major airport facilities in the metropolitan 
  2.3   area.  The report must include the recommendations of the 
  2.4   agencies on major airport development in the metropolitan area 
  2.5   for a prospective 30-year period.  The report must include the 
  2.6   agencies' recommendations on expanding the existing airport, the 
  2.7   remote runways option, and on acquiring a site for a major new 
  2.8   airport.  The report must include an analysis of the effect of a 
  2.9   new airport each of the options on present and proposed 
  2.10  facilities at the existing airport and on the local, regional, 
  2.11  and state economies.  The report must contain the 
  2.12  recommendations of the agencies on financial planning and 
  2.13  financing for a major new airport each of the options, including:
  2.14  cost; cost allocation; amortization of major improvements at the 
  2.15  existing airport before a transfer of operations; financing 
  2.16  methods and sources of public and private funds; lease 
  2.17  agreements and user charges at a new airport; and a method of 
  2.18  capturing for public uses a portion of the revenue from 
  2.19  development around a new airport. 
  2.20     Sec. 3.  [APPLICATION.] 
  2.21     Sections 1 and 2 apply in the counties of Anoka, Carver, 
  2.22  Dakota, Hennepin, Ramsey, Scott, and Washington.
