relating to higher education; freezing tuition at MnSCU institutions; consolidating
job training programs; increasing online courses; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TUITION FREEZE; PUBLIC POSTSECONDARY INSTITUTIONS.

new text begin For the academic year beginning in the fall of 2007, the Board of Trustees of the
Minnesota State Colleges and Universities must not increase the tuition charged to their
students above the level of tuition charged to their students for the 2006-2007 academic
year.

Sec. 2. new text begin CONSOLIDATION OF JOB TRAINING PROGRAMS.

new text begin The commissioner of the Department of Employment and Economic Development,
in cooperation with the Board of Trustees of the Minnesota State Colleges and Universities
and the governor's cabinet, shall develop and implement a plan to consolidate Minnesota's
job training programs to better serve the needs of Minnesota workers and the state. The
governor's cabinet must advise the commissioner and the board on how to achieve savings
of at least $1,000,000 from implementing a consolidated job training program.

Minnesota State Colleges and Universities for fiscal year 2008 to expand the number of
online courses, programs, and degrees offered.
