A bill for an act
relating to environment; requiring third-party contracting for certain analytical
testing; amending Minnesota Statutes 2020, sections 84.027, by adding a
subdivision; 116.07, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 84.027, is amended by adding a subdivision
to read:

new text begin Contracting for testing. new text end

new text begin When the commissioner's duties require physical
analytical testing, the commissioner must contract with a third party to perform the testing
if the third party uses testing methods that yield results:

new text begin (1) more quickly than the testing methods available to the department; and

new text begin (2) that are at least as accurate as the results obtained with testing methods available to
the department.

Sec. 2.

Minnesota Statutes 2020, section 116.07, is amended by adding a subdivision to
read:
