  1.1                          A bill for an act 
  1.2             relating to the environment; providing for an annual 
  1.3             funding allocation to soil and water conservation 
  1.4             districts; amending Minnesota Statutes 1994, section 
  1.5             103C.401, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 103C.401, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [GENERAL SERVICES ALLOCATION.] (a) Subject to 
  1.10  appropriation for this purpose, the board shall provide an 
  1.11  annual allocation of funding for each organized district in the 
  1.12  state.  The state share shall be a match on an equal basis with 
  1.13  amounts granted to districts by counties for services to 
  1.14  landowners by the districts, subject to the following 
  1.15  restrictions: 
  1.16     (1) the allocation to a district in any fiscal year may not 
  1.17  be less than $30,000 or more than $100,000; 
  1.18     (2) any increase in the allocation to a district may not be 
  1.19  more than ten percent over the allocation in the previous fiscal 
  1.20  year; and 
  1.21     (3) if county funding for a district is reduced by more 
  1.22  than five percent from the previous fiscal year funding level, 
  1.23  the allocation under this subdivision must be reduced by $3 for 
  1.24  each $1 reduction of county funding. 
  1.25     (b) If the total amount of allocations for which districts 
  2.1   are eligible under this subdivision in any fiscal year exceeds 
  2.2   the amount appropriated for this purpose, the amounts over 
  2.3   $30,000 for which districts are eligible under this subdivision 
  2.4   must be prorated so that the total payments do not exceed the 
  2.5   appropriated amount.
