A bill for an act
proposing an amendment to the Minnesota Constitution, article XIII, section 1;
providing for the education of young children through age five.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, article XIII, section 1, will read:

Section 1.

The stability of a republican form of government depending mainly upon
the intelligence of the people, it is the duty of the legislature to new text beginprovide for the education
of young children through age five and to
new text endestablish a general and uniform system of
public schools. The legislature shall make such provisions by taxation or otherwise as
will secure new text beginearly childhood development and education and new text enda thorough and efficient
system of public schools throughout the state.

Sec. 2. new text beginSUBMISSION TO VOTERS.

new text begin The proposed amendment must be submitted to the people at the 2011 general
election. The question submitted must be:
