  1.1             CONFERENCE COMMITTEE REPORT ON H.F. NO. 326 
  1.2                          A bill for an act 
  1.3             relating to health; modifying dental practice 
  1.4             provisions; amending Minnesota Statutes 2002, sections 
  1.5             150A.06, subdivisions 1a, 3, by adding a subdivision; 
  1.6             150A.10, subdivision 1a, by adding a subdivision; 
  1.7             256B.55, subdivisions 3, 4, 5.

  1.15     We, the undersigned conferees for H.F. No. 326, report that 
  1.16  we have agreed upon the items in dispute and recommend as 
  1.17  follows: 
  1.18     
  1.19     That the Senate recede from its amendment and that H.F. No. 
  1.20  326 be further amended as follows: 
  1.21     Page 9, after line 29, insert: 
  1.22     "Sec. 10.  [DENTAL ASSISTANT STUDY.] 
  1.23     The board of dentistry, in consultation with the Minnesota 
  1.24  Dental Association, the Minnesota Dental Assistants Association, 
  1.25  and the Minnesota Dental Hygienists' Association, shall make 
  1.26  recommendations on the appropriate level of regulation for 
  1.27  dental assistants and the appropriate terminology used to 
  1.28  distinguish the different levels of training and education.  The 
  1.29  recommendations must include:  
  2.1      (1) whether registered dental assistants should be 
  2.2   licensed; and 
  2.3      (2) whether the term "nonregistered dental assistants" 
  2.4   should be changed to a term that better describes this position. 
  2.5      In making these recommendations, the board must consult 
  2.6   with representatives of registered and nonregistered dental 
  2.7   assistants and must review the issues in terms of the 
  2.8   requirements of Minnesota Statutes, section 214.001, subdivision 
  2.9   2, and consumer safety and awareness.  The board must report the 
  2.10  recommendations to the chairs and ranking minority members of 
  2.11  the house and senate health and human services policy committees 
  2.12  by January 15, 2004." 
  2.13     Page 9, line 30, delete "10" and insert "11" 
  2.14     Correct the internal references 
  2.15     Amend the title as follows: 
  2.16     Page 1, line 3, after the semicolon, insert "requiring a 
  2.17  study;" 
  3.1      We request adoption of this report and repassage of the 
  3.2   bill.
