  1.1                          A bill for an act 
  1.2             relating to highways; requiring placement of 
  1.3             motorcycle safety signs on trunk highways near 
  1.4             locations of motorcycle fatalities; creating an 
  1.5             advisory committee; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 169.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [169.085] [MOTORCYCLE SAFETY SIGNS.] 
  1.9      Subdivision 1.  [PLACEMENT.] The commissioner shall design 
  1.10  and erect signs promoting motorcycle safety on trunk highways at 
  1.11  locations as near as safely possible to locations at which a 
  1.12  motorcycle fatality occurred within the three years prior to the 
  1.13  erection of the sign. 
  1.14     Subd. 2.  [RESTRICTION.] The commissioner shall take no 
  1.15  action to erect a sign under this section unless the 
  1.16  commissioner has determined that (1) the action will not result 
  1.17  in the loss of any federal funds to the state, and (2) the cost 
  1.18  of erecting, maintaining, and replacing the sign will be paid 
  1.19  from nonstate sources. 
  1.20     Sec. 2.  [MOTORCYCLE SAFETY SIGN ADVISORY COMMITTEE.] 
  1.21     The commissioner of transportation shall convene an 
  1.22  advisory committee to advise the commissioner on the design and 
  1.23  location of motorcycle safety signs erected under section 1.  
  1.24  The advisory committee shall consist of (1) four members 
  1.25  appointed by the governor, (2) three members appointed by the 
  1.26  commissioner with expertise in the design and placement of 
  2.1   highway signs, (3) one member of the house of representatives 
  2.2   appointed by the speaker of the house, and (4) one member of the 
  2.3   senate appointed by the senate committee on committees.  Members 
  2.4   of the advisory committee serve without compensation.  The 
  2.5   advisory committee expires December 31, 2003. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective the day following final 
  2.8   enactment.
