A bill for an act
relating to health care; proposing a constitutional amendment to the Minnesota
Constitution, article I; providing that access to certain health care services is a
fundamental right of the people of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.

An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article I, to read:

Sec. 18.

Access to essential, effective, and affordable health care services is a fundamental
right of the people of Minnesota. The legislature shall enact laws necessary to ensure timely
implementation of this right.

Sec. 2. SUBMISSION TO VOTERS.

The proposed amendment must be submitted to the people at the 2018 general election.
The question submitted must be:

"Shall the Minnesota Constitution be amended to provide that access to essential,
effective, and affordable health care services is a fundamental right of the people of
Minnesota?

Yes .
No .
"
