A bill for an act
proposing an amendment to the Minnesota Constitution by adding a section to
article XIII; allowing individuals 21 Next Previous years Next of age or older to consume and possess
Previous cannabis Next and cannabis-infused products; requiring regulation of Previous cannabis Next for
commercial purposes.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article XIII, to read:

new text begin Sec. 13. new text end

new text begin (a) It is not unlawful and it shall not be an offense under law or be a basis for
seizure or forfeiture of assets under law for a person who is Previous 21 Next Previous years Next of age or older to:

new text begin (1) possess, use, purchase, or transport Previous cannabis Next , Previous cannabis Next accessories, or cannabis-infused
products;
new text end

new text begin (2) possess, grow, process, or transport for personal use no more than 12 Previous cannabis Next plants,
with six or fewer being mature, flowering Previous cannabis Next plants, provided that the Previous cannabis Next
produced from the plant is not made available for sale;

new text begin (3) consume Previous cannabis Next , provided that the Previous cannabis Next is not consumed openly in public
except in a manner as provided by law; and

new text begin (4) transfer an amount of Previous cannabis Next as prescribed by law without remuneration to a person
who is Previous 21 Next Previous years Next of age or older.

new text begin (b) The legislature shall prescribe by law a manner to license and regulate the cultivation,
manufacturing, harvesting, processing, packaging, transporting, displaying, possessing, and
selling of Previous cannabis Next and cannabis-infused products for commercial purposes.

new text begin (c) It is unlawful to cultivate, manufacture, harvest, process, package, transport, display,
possess, or sell Previous cannabis Next or cannabis-infused products for commercial purposes without
having first obtained a valid license as prescribed by law.

new text begin (d) It is unlawful to sell or transfer Previous cannabis Next , a cannabis-infused product, or a Previous cannabis Next
accessory to any person who is under the age of Previous 21 Next Previous years Next , except that medical Previous cannabis Next may
be sold or transferred to a person under the age of Previous 21 Next , as prescribed by law.

new text begin (a) The proposed amendment must be submitted to the people at the 2020 general election.
The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to allow a person who is Previous 21 Next Previous years Next of age
or older to personally possess, use, and grow Previous cannabis Next and to possess cannabis-infused
products, and to require the legislature to prescribe by law a manner to license and regulate
the commercial sale of Previous cannabis Next and cannabis-infused products?

question submitted to the people under paragraph (a) shall be: "Personal Use and Regulation
of Previous Cannabis."
