A bill for an act
relating to transportation; establishing purple heart designation on driver's
licenses and Minnesota identification cards; providing for state park permits;
amending Minnesota Statutes 2014, sections 85.053, by adding a subdivision;
171.07, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2014, section 85.053, is amended by adding a
subdivision to read:

The commissioner shall issue
without a fee a daily park permit to a motor vehicle being used by the holder of a driver's
license or Minnesota identification card bearing the Purple Heart designation as provided
under section 171.07, subdivision 18.

This section is effective January 1, 2016.

Minnesota Statutes 2014, section 171.07, is amended by adding a subdivision
to read:

(a) At the request of an eligible applicant and
on payment of the required fee, the department shall issue, renew, or reissue to the applicant
a driver's license or Minnesota identification card bearing a Purple Heart designation.

(b) At the time of application for the designation provided under this subdivision, the
applicant must meet the requirements for a special combat wounded license plate under
section 168.123, subdivision 2, paragraph (e).

(c) The commissioner shall consult with interested groups on the design of the
designation.

(d) The commissioner of public safety is required to issue drivers' licenses and
Minnesota identification cards with the Purple Heart designation only after entering a new
contract or in coordination with producing a new card design with modifications made
as required by law.

This section is effective the day following
final enactment and applies to applications submitted on or after the later of (1) January 1,
2016, or (2) the date that relevant modules of new driver and vehicle services information
technology system are first implemented. The commissioner of public safety shall notify
the revisor of statutes immediately upon relevant driver and vehicle services information
technology system implementation.
